In most CG multi you can still enjoy the game without simulation and most of the time it’s easier without until gold (except maybe for Ultimate tic tac toe) or even legend. Then if you want to win the contest it’s likely that you need some kind of simulation and/or hard core programming which is expected as not anybody should be able to win. And this stands for any game with or without fog of war.
