Validators can be found on the contribution page of a puzzle.

Where is “the contribution page of a puzzle.”?

That’s where one creates a contribution (a puzzle, a clash of code, etc) before it gets approved. The same as the pages you see here. After a puzzle is approved, one can still visit that page but it is restricted to higher-level players if I’m not mistaken (Level 30?).
Validator 4 is the same as Test 4 except for the two numbers after “/”. You may try to create some custom cases to test your code accordingly.
